US Vice President J.D. Vance said on Monday that the memorandum of understanding between the United States and Iran is a “very general document,” and the details of the agreement will be determined during subsequent negotiations.
“The memorandum of understanding… is about a page and a half, so it is a very general document,” Vance added on a CNN program.
He continued, “With regard to a number of issues, we will have to settle these matters during the technical negotiation phase.”
In a remarkable development, Reuters quoted the Financial Times newspaper as saying that the administration of President Donald Trump is considering providing financing that may reach $300 billion to Iran if the agreement holds and is implemented successfully.
According to the report, this step falls within a group of potential economic incentives that may accompany the final agreement, with the aim of supporting the stability of the new understandings and encouraging Tehran’s commitment to its terms.
The report, citing a source familiar with the talks, said that the $300 billion fund would be allocated to companies wishing to invest in the country, and not to governments.
American officials had previously confirmed that any easing of sanctions or release of frozen funds would be linked to Iran’s performance and the extent of its commitment to the agreed-upon procedures, with the adoption of oversight and verification mechanisms during the implementation stages.
For its part, Tehran explained that the next stage will focus on lifting sanctions and releasing frozen Iranian assets, while stressing that the implementation of its obligations will take place according to a timetable agreed upon between the two parties.
The two sides are awaiting a round of technical meetings in the coming days, amid hopes that these negotiations will pave the way for the official signing of a final agreement specifying the details of the nuclear, economic and security files that are still under discussion.
